A. Introduction and Project Overview
The Canadian Association of Schools of Nursing (CASN) is seeking between three (3) and six (6) developers to create content for online modules. Content developers will be responsible for creating modules that support the integration of abortion care, sexual health and reproductive care content into nursing education, aligning with the CASN entry-to-practice competencies for Registered Nurses and Nurse Practitioners.
Interested individuals must submit a proposal, including a cover letter and their curriculum vitae (CV) in PDF form to Lois Ifekwe (lifekwe@casn.ca) no later than Tuesday, March 18, 2025 at 11:59 pm EDT. See section G. Submission Requirements for further details.
Questions are to be submitted via email to lifekwe@casn.ca no later than two (2) days prior to the close of the RFP. Answers to questions will be provided in writing no later than one (1) day after their receipt. Proposals will be evaluated based on a common set of evaluation criteria in the RFP. CASN reserves the right not to award any bidder(s) and to negotiate a contract(s) with any individual(s) for related scope and service. All bidders will be informed of the outcome of the evaluation.
Content developers will be responsible for:
- Creating modules that explore the social and political landscape of reproductive healthcare in Canada.
- Emphasizing therapeutic communication strategies in reproductive health contexts.
- Analyzing structural and systemic barriers to abortion access, with a focus on underserved populations.
The content should be adaptable for various curriculum levels as well as continuing education in nursing. Developers must incorporate pedagogical best practices, including case studies and other interactive learning formats, to enhance learner engagement and knowledge retention.
B. Background
In 2023, CASN received project funding to develop Entry-to-Practice Abortion Care Competencies for Undergraduate Nursing and Nurse Practitioner Education in Canada to provide guidance to schools of nursing to increase abortion care content in curricula. This project was a component of the Contraception and Abortion Research Team (CART) Access Project: Advancing access to abortion for under-served populations through tools for healthcare professionals and people seeking care”, which has been funded by Health Canada. In 2025, CASN received project funding to develop online modules that support the integration of abortion care, sexual health and reproductive care content into nursing education, aligning with the CASN entry-to-practice competencies for Registered Nurses and Nurse Practitioners.
C. Scope of Work
Successful content developers will be responsible for:
- Developing an organizing framework, pedagogical approach and learning outcomes for the modules in collaboration with other content developers and with guidance from the project advisory committee.
- Engaging in discussions with CASN staff and fellow content developers to determine responsibility for who will develop each section. Content development will be divided evenly between developers but allocated based on the specific knowledge, skills and interests of the content developers.
- Creating modules that explore the social and political landscape of reproductive healthcare in Canada. Emphasizing therapeutic communication strategies in reproductive health contexts. Analyzing structural and systemic barriers to abortion access, with a focus on underserved populations. The content should be adaptable for various curriculum levels as well as continuing education in nursing. Developers must incorporate pedagogical best practices, including case studies and other interactive learning formats, to enhance learner engagement and knowledge retention.
- Developing content for modules including, but not limited to:
- Compiling evidence-based research and practice guidelines into a well-structured and engaging presentation tailored for online learning.
- Selecting videos, images and other multi-media that can be integrated into the modules.
- Developing case studies.
- Simulation scenarios.
- Creating quiz questions.
- A list of references in APA style.
- Completing a round of revisions to draft content as directed by the project advisory committee.
- Submitting a final copy that is clean and appropriately referenced.
- Attending Advisory Committee bi–monthly meetings, as needed, for the duration of the contract.
- Liaising with CASN staff for the duration of the contract.
The following is outside of the scope of work for content developers and will be completed by CASN:
- Translation of the final content from English to French.
- Seeking copyright permissions for images, videos, etc.
- Inputting the final content into course building software.
D. Budget
The total budget for content development is $7,000. CASN anticipates hiring three (3) to six (6) content developers. The total budget will be divided between developers depending on the number of qualified candidates selected and the work that needs to be completed. Content developers will be paid fifty percent (50%) of the total contracted amount upon signing the contract and will receive the balance of the contract upon submission of the final content.
E. Timeline
The work will occur between March 28, 2025 – January 31, 2026.

- Content creation: June – September 2025
- Content revisions: October – December 2025
- Finalizing content: January 2026
- Project end date: January 31, 2026
Final content must be submitted to CASN by January 31, 2026.
Contracts will be awarded to the selected candidates before the end of March 2025. Interested candidates must be able to meet the project timelines.
F. Evaluation Criteria
Interested individuals/bidders must submit a cover letter and their CV. CASN would prefer cover letters to be no more than two (2) pages, not including CVs.
Proposals must:
- Include plans that fulfill the Scope of Work listed in the RFP.
- Demonstrate a minimum of one (1) year of relevant experience in the last five (5) years and a strong interest in reproductive health care, with a particular focus on abortion care. Relevant experience may include clinical practice, education, training, policy development, and/or research.
- Include at least one (1) related reference that can be contacted to verify project experience and work conducted.
Proposal should:
- Demonstrate a solid understanding of abortion care in Canada, including policies, clinical guidelines, and best practices.
- Demonstrate clinical experience in abortion care, sexual health, and reproductive care.
- Demonstrate knowledge of the socio-political landscape impacting abortion care in Canada at present.
- Articulate knowledge of the systemic and structural barriers that impact access to abortion care.
- Demonstrate experience as an educator in academic or clinical settings.
- Demonstrate understanding of pedagogical approaches and educating adult learners.
- Demonstrate experience in developing a teaching or learning resource.
Please note:
- Preference will be given to individuals that are Registered Nurses or Nurse Practitioners in Canada. Applications from individuals who have strong experience in abortion care outside of nursing (other health and social services) will be considered.
- Content developers must demonstrate a minimum of one (1) year of relevant experience and a strong interest in reproductive health care, with a particular focus on abortion care. Relevant experience may include clinical practice, education, training, policy development, or research. Clinical experience in abortion care, sexual health and reproductive care is an asset.
- This work will be completed virtually so we welcome applications from across Canada.
- There is no technical experience required in instructional design.

- A summary of professional, academic and lived experiences relevant to the qualifications outlined in section F. Proposal Evaluation Criteria on page 2.
- A vision statement detailing how your expertise and areas of interest will contribute to the development of the modules, with particular emphasis on underserved populations and barriers to abortion care.
- Your proposed pedagogical approaches for delivering this content effectively in an asynchronous online learning environment.
